Kickoff for the Louisiana Claims and Tax System (LaCATS) Phase 1 occurred on February 6, 2008. LaCATS is the Louisiana Work-force Commission‘s (LWC) Unemployment Insurance Modernization project.
The project was broken up into multiple phases. The foundation of this concept rests heavily on imaging and automatically extracting data from images and checks, and managing the processing of documents and extracted data. Phase 1 includes automatic electronic de-posit of funds and updating the common database for upload to the LWC mainframe applications.
RKV partnered with two vendors to provide the scanning, data capture (Impression Technologies iCapture application) and remittance (Fairfax Imaging Quick Modules application) components. For the workflow component, RKV used its internally developed application, UI Connect. This internet based application is the portal for end users to access work items and images.
Design was completed on May 31, 2008 and demonstrated to a group of key end users. Development started in August 2008, after a successful state man-dated review. Integrated System Testing, with LWC Core Team participation, started in March 2009, and in May, User Acceptance Testing (UAT) began.
To limit risks associated with a full deployment, a four stage deployment over four weeks was initiated. Deployment occurred on June 1, 2009. Scanning, Data Capture (Impression), Workflow (UI Connect) and LWC database and mainframe processes were successfully implemented in Production. The customer is already seeing the productivity benefits of automation.
Deployment 2, 3 and 4 will occur on successive Mondays in June. Deployment 3 on June 15, 2009 will include the remittance (Fairfax) component allowing electronic deposit of checks.
A celebration lunch was held on June 9, 2009 to acknowledge the success of the project. LWC executives, Core Team members and the RKV team enjoyed good food and conversation.
The success of this project, from installed applications functionality to rapport developed between the project team and customer, will provide an edge in competing for future phases of LaCATS as well as our bids for other state RFP‘s.
