RKV is pleased to have been awarded the State of Missouri Department of Public Safety’s Missouri Information Sharing Incarceration Data project. This is the second phase of loading data from Missouri jails into the Missouri Information Sharing system, MoDEX. RKV successfully completed the first phase which enable the sharing of Record Management System (RMS) data with the United States Federal Bureau of Information’s (FBI) National Data Exchange (N-DEx) System. The FBI will in turn share the RMS data with other states and jurisdictions to aid law enforcement nationwide. This phase will expand the MoDEX system to receive Jail Management System (JMS) incarceration data from numerous systems and jurisdictions, translate it, and transmit it to the FBI’s N-DEx.
RKV will complete the design, development, and testing of this project. We look forward to working closely with the Missouri Department of Public Safety and the Missouri State Highway Patrol. The Missouri Attorney General’s Office (AGO) awarded RKV a contract to develop a statewide evidence tracking system for sexual assault forensic evidence (SAFE) kits. The system will be used to track SAFE kits from the time they are manufactured through final disposition. SAFE kits are passed through multiple organizations including criminal justice agencies, health care providers, and forensic crime labs. Nationwide there have been issues with tracking the location and disposition of SAFE Kits. The evidence tracking system RKV will work with the AGO to build will provide a robust solution which will:
- Allow organizations handling SAFE kits to have a complete and up-to-date inventory of all SAFE kits in their possession or scope of responsibility, both before and after evidence collection.
- Allow organization administrators and statewide policymakers to have a better understanding of SAFE kit collection, processing, and testing dynamics through robust reporting functionality,
- Maintain complete security and confidentiality of all victim or case related records contained in the ETS.
- Allow victims of sexual assault or their designees to view and track the status and location of their SAFE kit at any given time.
The Sexual Assault Kit Initiative (SAKI) is a nationwide undertaking funded by the Bureau of Justice Assistance (BJA) at the United States Department of Justice (DOJ) that began in 2015. This initiative helps state and local jurisdictions across the country inventory and test sexual assault forensic evidence (SAFE) kits, upload eligible offender DNA profiles into a national database, investigate and prosecute cases in which offender DNA profiles match, or hit, against existing records in the database, and develop procedural and evidence tracking capacity to prevent future backlogs.
In 2018, BJA awarded the Missouri Attorney General’s Office (AGO) a three-year SAKI grant. The AGO is obligated under section 595.220, RSMo., as well as through the BJA grant, to develop a statewide evidence tracking system for sexual assault forensic evidence (SAFE) kits.
The Missouri Department of Transportation (MODOT) awarded RKV the projects to design, develop, and implement Phase 1 of the Maintenance Management System (MMS). RKV worked with MODOT employees to capture their vision for a custom developed system. The system is now being used on a daily basis. MMS Phase 1 is currently providing thousands of MODOT employees tools to:
- Efficiently plan and record daily activities;
- Gather information regarding on-hand materials and equipment;
- View assets through interactive maps; and
- Easily see the results of their hard work via configurable dashboards and interfaces to existing systems.
RKV appreciates the 20+ year partnership it has with MODOT. During this time MODOT and RKV developed a robust Transportation Management System (TMS), Linear Referencing System, and the MMS Phase 1. RKV continues to maintain more than 30 TMS modules, the LRS, MMS Phase 1, and is supporting MODOT in MMS Phase 2. MODOT employees are anxious to receive the additional tools needed for keeping Missouri roadways safe and well maintained. RKV looks forward to continued successes with MODOT.
RKV is awarded the Missouri Department of Revenue Motor Vehicle / Driver Licensing Data Prep Project
The Missouri Department of Revenue (MO DOR) is acquiring a holistic and integrated business process system to provide enhanced motor vehicle, driver licensing, and business licensing functionality. In support of this complex multi-phased project, MO DOR selected RKV Technologies, Inc. to develop a strategy for cleansing data from 50 disparate systems on a variety of platforms.
RKV is teaming with Mathtech, Inc. to complete this important phase of DOR’s mission critical project. RKV’s work includes:
- Developing a data cleansing strategy,
- Completing a risk assessment,
- Developing a data retention strategy,
- Analyzing source data to identify anomalies – incomplete/invalid/obsolete values, mismatched data, corrupt/multiple/duplicate records,
- Developing rules to correct data, and
- Recommending new rules to sustain data integrity.

The Missouri Department of Public Safety (DPS) awarded RKV Technologies, Inc. a project to assist in the development of a criminal justice information-sharing infrastructure system to receive extensive information from disparate law enforcement records management systems and transmit the information to the Federal Bureau of Investigation’s National Data Exchange (N-DEx) System. RKV will develop, implement, test, and document the flexible and expandable process.
RKV has a long history of supporting law enforcement through information technology in Missouri. RKV is excited to be a part of this critically important project to facilitate criminal justice information between public safety agencies. On August 5, 2015, the Missouri Office of Administration, Information Technology Services Division (OA-ITSD) and Department of Labor & Industrial Relations, Division of Employment Security (DOLIR, DES) awarded a contract to RKV Technologies, Inc. and its subcontract partner, Fairfax Imaging, Inc. to utilize Fairfax’s Quick Modules 5.0 System to improve the DES’s Unemployment Insurance (UI) Deposit/Cashiering and UI Document Imaging and Workflow Functions. The solution will reduce manual entry by capturing data from scanned images of UI payments and documents. The captured data will be used to generate electronic bank deposits and update appropriate employer or claimant records in the State’s Unemployment Insurance Modernization (UIM) accounting system. The data posted includes payments, total wages paid, excess wages paid, taxable wages paid and worker wage information.
On July 2, 2015 the New Mexico State Purchasing Division in conjunction with the Department of Information Technology awarded a Statewide Price Agreement for Information Technology Professional Services to RKV Technologies, Inc. Under this 1 year contract, with 3 1-year extensions, the New Mexico government executive, judicial, and legislative branches, as well as, local governments and public educational entities can purchase “IT Professional Services”. These services may be provided for all platforms, databases and languages including Internet, intranet and extranet. RKV is pleased to offer services for computer programming, IT planning, system analysis and testing, IT architect, database management, web development, web content management, geographic technology, project management, integration and implementation, technical writer and documentation, business intelligence, and independent verification and validation. RKV is partnering with TestPros, Inc and Midland GIS Solutions to deliver these services.
